Plan Review

 

Planner/Building Plans Examiner: (779) 348-7433


Reviews construction documents (drawings, calculations and specifications) for all projects other than one & two family dwellings prior to issuance of building permits. These reviews are based primarily upon requirements of the currently adopted building code and Illinois Accessibility Code.

 

A plan review fee, based on our fee schedule, is due upon submittal for those properties where plans are required to be submitted.  There is a plan review fee for each trade.

The Fire Prevention Bureau is authorized to review and contribute to plan reviews conducted by the Building Section prior to issuance of a building permit.

Construction Document Submittal Requirements


New construction and additions:

1. Completed permit application;
2. Two (2) complete sets of construction documents including detailed site/civil engineering/landscaping plans, which meet check list requirements General Checklist; and
3. One (1) additional set of site/civil engineering plans for review by the Traffic-Engineer, Water Division and the City Engineer, which meet checklist requirements Public Works Checklist and the Public Works Site Plan Clearance Form.

NOTE: All new construction and addition projects are required by State law to have construction documents prepared, sealed, signed, and dated (including license expiration date) by a design professional (Architect, Professional Engineer or Structural Engineer) currently licensed to practice in the State of Illinois. Refer to the State of Illinois Department of Professional Regulation at www.idfpr.com for a current list of design professionals.

Alteration of a building which is a change in use/occupancy (per Zoning Ordinance or Building Code):

1. Completed permit application
2. Two (2) complete sets of construction documents including site plan, which meet check list requirements General Checklist; and
3. If this change in use modifies street access, paved areas, water service or drainage, THEN include three (3) additional sets of site/civil engineering plans which meet checklist requirements Public Works Checklist, and a Public Works Clearance Form.

NOTE: Change in use projects resulting in a life safety change are required by State law to have construction documents prepared, sealed, signed, and dated (including license expiration date) by a design professional (Architect, Professional Engineer or Structural Engineer) currently licensed to practice in the State of Illinois.   Refer to the State of Illinois Department of Professional Regulation at  www.idfpr.com for a current list of design professionals.

Interior only remodel or tenant build out without change in use/occupancy:

1. Completed permit application;
2. Two (2) complete sets of construction documents and an floor plan of entire building to indicate location of project work within the building and to indicate location of exit access corridors/aisles, exit stairs and exit discharge doors.

NOTE: Alteration projects that result in structural or life safety changes are required by State law to have construction documents prepared, sealed, signed, and dated (including license expiration date) by a design professional (Architect, Professional Engineer or Structural Engineer)currently licensed to practice in the State of Illinois. Separate plan reviews are conducted by (No additional plans necessary - plans are routed internally for these):

1. Fire Prevention Bureau for fire extinguishing systems, manual and automatic fire alarm/detection systems, single and multiple smoke alarms, and other issues of special concern to the Bureau.
2. Mechanical/Plumbing Division for mechanical, gas piping and plumbing systems.
3. Electrical Division for electrical, elevator and other conveying systems.

Process to Permit Overview


Process to building permit:
1. Submit the proper number of construction documents, with everything required, to the Building Department.
2. The Building Department will distribute plans to all other reviewing City departments.
3. Each department completes its check-in review and notifies the designer directly if the documents are incomplete or unacceptable
4. With complete documents in hand, each department will then perform its respective plan review. Any issues which arise as a result of reviews are resolved between the respective department and designer
5. Building Section issues permit once its own plan review comments are resolved and clearances from all other departments are received, and, with permit returns one (1) complete set of documents to the applicant. The applicant is to post permit where it is visible from the address street or the primary entrance of the facility or space. The set of documents returned with issuance of permit shall be kept on site where inspectors may view documents during inspections.
