The Planning Division of Rockford’s Community Development Department is responsible for guiding and encouraging growth and development within the City, while preserving neighborhood character and preventing undesired or incompatible uses of land.  It is our goal to provide the City’s elected officials and residents with quality services.  Those services range from ongoing activities such as zoning administration to one-time activities such as neighborhood plans.  Specific activities include the following within the Division’s two sections:

Long-Range Planning 
­• Prepare and updateRockford’s long-range plan, the 2020 Plan;
Prepare neighborhood and corridor plans, either in-house or with the aid of consultants;
Administer Rockford ’s Brownfields Program with US EPA and IEPA;
Carry out special projects involving policy planning and analysis, frequently in concert with other divisions and departments;
Provide demographic information; and
Provide staff assistance to the Rockford Historic Preservation Commission.

Current Planning
Administer the Rockford Zoning Ordinance; 
Provide staff assistance to the Rockford Zoning Board of Appeals; 
Administer the Rockford Subdivision Ordinance; 
Process annexation applications; and 
Assign addresses.
