Administrative Services Bureau


The Administrative Services Bureau is commanded by Deputy Chief Micheal Booker, who supervises the Evidence and Property, Accreditation, and Records Center Divisions, as well as the Research and Development Unit, and the Computer Support, Payroll, and Fiscal Services Sections.

Evidence and Property Division
The Evidence & Property Division is responsible for insuring the integrity of evidence and property recovered by Rockford Police Officers, returning recovered property to it’s legal owner(s) and the destruction of contraband evidence.

Accreditation Division
In December of 2003 the Rockford Police Department began the process of obtaining accreditation through the Commission on Accreditation for Law Enforcement Agencies (CALEA).  CALEA develops standards for law enforcement agencies and administers an accreditation process through which law enforcement agencies can voluntarily demonstrate their compliance with the professionally-recognized standards and criteria for excellence in management and service delivery.

Records Center Division
The Records Center Division is responsible for providing timely and accurate information from the thousands of reports that the Rockford Police Department keeps on file.  The Rockford Police Department as well as many other police agencies, probation and parole departments, local state and federal court systems, insurance companies and private citizens, use this information.
The Record’s Center Division also compiles statistics and sends them to the State of Illinois and FBI using the Uniform Crime Reporting System.  In 2005 the Rockford Police Department will be changing to a new Record’s Management System, PIMSnet, and will report statistics to the FBI as out lined by the National Incident Based Reporting Standards.

Research and Development Unit
The Research and Development Unit studies technological, legislative and law enforcement procedure issues and makes recommendations on how the Department can improve its effectiveness.

Computer Support Section
The Computer Support Section works directly with the City of Rockford's Information Services at City hall to maintain all of the Police Department's computers, computer network and to provide computer support to all members of the Police Department.

Payroll Section
The Payroll Section manages the payroll for both the sworn and civilian personnel within the Police Department.

Fiscal Services Section
The Fiscal Services Section manages the Police Department’s purchases, accounts payable and accounts receivable.  The section also maintains an inventory of uniforms and police equipment, monitors the Department’s equipment budget, researches the purchase of law enforcement equipment, prepares bid specifications and oversees contracts with vendors.

Recruiting Section
The Recruiting Section is responsible for finding and attracting candidates for the position of sworn police officer for the Department.
The recruiting process consists of a physical fitness assessment, a written examination, a background and criminal history investigation, a personality assessment and an oral interview/examination with the Board of Fire and Police Commissioners.   The Board establishes a list of eligible candidates based on the written and oral exam scores.  The process from initial application to the final eligibility list usually takes six months.  Open police officer positions are filled with candidates from the eligibility list after they undergo an in-depth background and criminal history check and an extensive physical examination to determine if they qualify for the position.

Chaplain Section
The Rockford Police Department's Chaplain Section has many functions.  A primary function is to provide support and assistance to police officers, firefighters, other City employees and their families during times of crisis.  The confidential assistance of a Police Chaplain is available to all officers and firefighters 24-hours a day.  Another primary function is to assist police officers and firefighters with victim's families during calls for service involving a death and/or serious injury.  The Chaplain Section also assists people in need of such services as food, shelter and transportation.
The Chaplain Section consists of the Head Chaplain, a Personal Services Officer, an Outreach Worker and 28 volunteer Duty Chaplains.
