The Rockford River Edge Redevelopment Zone (RERZ) is part of the State of Illinois’ River Edge Redevelopment Program, created to encourage revitalization and investment in riverfront areas with significant redevelopment potential. Administered locally by the City of Rockford, the program provides a unique package of state and local incentives to attract private investment, spur adaptive reuse, and promote the economic and cultural vitality of historic riverfront districts.
Through the Illinois River Edge Redevelopment Program, eligible projects may qualify for incentives such as historic preservation tax credits, sales tax exemptions on building materials, and other state-level benefits that reduce redevelopment costs. Together with local support, the Rockford River Edge Redevelopment Zone helps transform underutilized properties into thriving centers of business, residential, and cultural activity along the Rock River.

Any building materials used in new construction or rehabilitation of properties located within Rockford's enterprise zones and permanently attached to the real estate may be sales tax exempt (8.25%) if a retailer is provided with a Certificate of Eligibility issued by the Illinois Department of Revenue.
City of Rockford Property Tax Abatement
The City of Rockford offers tax abatement on taxes on real property levied by the City for projects occurring on parcels or properties located within the boundaries of an enterprise zone. Contact Anna Garrison for additional information on property tax abatement. Property Tax Abatements will not be available for projects located within a TIF District.
