Programs can change depending on community need, available funds and may be seasonal.
Housing Assistance Programs
There are several housing programs available through the City’s Community Services Division. Each program has its own eligibility requirements and income limits. Programs are generally available for those who are at risk of eviction or unstably housed due to a crisis beyond their control. Other housing services are available for individuals or families who are considered to be literally homeless (living in shelter programs, on the streets or in places not meant for human habitation, or are actively fleeing from domestic violence situations). Programs are grant funded and eligibility and availability depends on funds available
Homeless Single Point of Entry (SPOE)
All literally homeless persons (on streets or in shelters) as well as homeless youth, veterans and survivors of domestic violence can access housing services through the Single Point of Entry. Potential clients are then assessed for permanent housing and a housing plan is developed.
If you are homeless and living on the streets or in an unsafe living situation, please call the Community Action Homeless Hotline at (844) 710-6919 and select option 5 or stop in our office during normal hours.
Foster Youth Housing Assistance Program
Youth ages 17 1/2-21 who have been in the foster care system (open or closed cases) and are currently unstably housed or homeless can be referred for this program either by a case worker or by self-referrals. Additionally, families involved in the Department of Children & Families Services (DCFS) who have children at risk of removal due to poverty-related issues or those who are working toward reunification may be eligible but must be referred by a case manager. All eligible individuals/families will receive housing advocacy services This includes assistance with locating affordable housing, tenant education, budget counseling, referrals to community resources, and possible linkages to financial assistance
Continuum of Care - Northern Illinois Homeless Coalition
The Northern Illinois Homeless Coalition serves as the HUD recognized Continuum of Care, the decision-making body for homeless program coordination for the jurisdiction serving both Winnebago and Boone Counties. Community Services provides support and technical assistance to the Northern Illinois Homeless Coalition. Community Services also is responsible for coordinating the application process for the HUD Continuum of Care competitive grant funds. These funds are awarded to organizations that provide homeless service; these grants are administered by Community Services.
The Coalition includes a broad representation of relevant organizations and agencies as well as interested individuals charged with:
- Community wide planning and strategic use of resources to address homelessness.
- Improving coordination and integration with mainstream resources and other programs targeted to people experiencing homelessness.
- Promoting the quick re-housing of homeless individuals and families
- Improving data collection and performance measurement to ensure program success
