Jacob L. Rubin

Attorney Rubin represents the City in civil litigation matters and prosecutes cases before the City of Rockford Liquor Control Commission. He also advises the Code and Regulation Committee of the City Council, the Zoning Board of Appeals and the Liquor and Tobacco Advisory Board. He assists in the negotiation and drafting of TIF/ development agreements and other City Contracts. Attorney Rubin previously served as a Freedom of Information Officer for the City and advised the Redistricting Committee. He has extensive litigation and trial experience, having previously worked for ten years in the Office of the Winnebago County Public Defender.

Attorney Rubin is a graduate of the University Wisconsin-Platteville and Northern Illinois University College of Law. He is admitted to practice in Illinois and the U.S. District Court for the Northern District of Illinois.
