Environmental cleanup loans are available from the City of Rockford's United States Environmental Protection Agency (US EPA) Brownfields Revolving Loan Fund (RLF) program. In general, any persons, businesses, organizations, and units of local government, public or private, who have access to a property inside the City and are not responsible for the contamination may apply for a loan. Loans may come with flexible interest rates and repayment terms. Eligible activities include the cleanup of soil and groundwater, lead paint removal, and asbestos abatement. Loan requests are reviewed by the City's Community and Economic Development (CED) Department before being referred to City Council for final approval. All properties are subject to an Eligibility Determination by either US EPA or Illinois EPA at the time of City staff's review.
